The California Public Utilities Commission regulates privately-owned water and sewer utilities. Its responsibilities include the investigation of water and sewer system service quality issues; analysis and processing of utility rate change requests; review of terms and conditions under which water service is provided to new residential and commercial developments; and approval of any sale or transfer of control of a privately-owned water or sewer utility.
